In a 2026 OECD report, only nine of 63 countries received a score of 0% for their lobbyist regulations. New Zealand was one of them.

In an OECD report titled Anti‑Corruption and Integrity Outlook 2026, OECD member and partner countries were ranked by the effectiveness of their lobbyist regulations. The 63 countries were given a percentage for both their regulatory framework and how well that framework operated in practice. Canada, France and Ukraine were the best performers, all receiving 80% for the former and 89% for the latter.

New Zealand was one of only nine countries to receive 0% for both.
