What is capital gains tax?

31 out of 38 OECD countries currently have a “comprehensive capital gains tax”. New Zealand isn’t one of them.

We currently tax the capital gains on some properties sold within two years of purchase. Labour now plans to extend that, while still excluding the family home, farms, business assets and inheritances.

So what is capital gains tax? What is Labour’s new plan? And do people think it’s any good?
