Let them eat pizza bread: What South Aucklanders think of free school lunches

With the government set to announce an extension of its free lunches programme to 2023, Justin Latif spoke to parents, teachers and the businesses delivering the service to see if the scheme is hitting the spot. 

The majority of South Auckland schools have been getting free government-funded lunches for one term now, and while the programme is getting positive reviews from local principals and the catering businesses involved, some parents still have reservations. 

Over the last term, 32,336 students from 69 South Auckland schools participated in the Ka Ora, Ka Ako Healthy School Lunches programme, and an additional 24 schools are joining this term. 

While the Ministry of Education would not comment on the programme’s expected expansion, The Spinoff understands schools have been told it will run for another two years at least. 

Prior to the initiative’s roll-out, concerns were raised regarding the potential food waste it would create, the logistical burden it placed on schools, and the potential to usurp parents’ responsibilities.

However, for Māngere Central School* principal Jacqualene Maindonald, those fears have proven unfounded. 

“I think it’s working for the schools in our area. There’s been some teething issues but other than that, it’s been pretty good.”

She says her students are more settled and it’s also reduced absenteeism. “We find some children can be unsettled in the morning because they might not get breakfast, but once they’ve had their lunch they are really engaged and focused,” she says.

“It’s also had an impact on attendance. Families who used to keep their children home if there was no food for lunches are now sending their children to school every day.”

And she says there’s very rarely any leftover food thrown out, as excess is shared with staff and families.

Parents raise questions

For Toni Helleur and Ana Talakai, two Māngere-based mothers, it’s been a different story. 

Both have had to raise concerns about aspects of the programme with their children’s teachers.

“The kids are getting the same food every day,” Helleur says.

“It’s a muffin and pretzels plus at least two times a week it’s pizza bread. If I wanted my kids to eat that, I would go to a bakery, as that’s really a bakery lunch, so my main concern is the high carb content.”

However, she has come to a compromise with the school and this term she’ll provide a homemade lunch a couple of times a week to ensure her kids get some different options. 

“I think this way if parents want to give kids something unique to them, like taro, tuna or curry, it’s a nice balance of providing something that kids are used to, as well as still being part of the initiative.”

For Talakai, it’s the one-size-fits-all approach that concerns her. 

“It’s ideal for families who are struggling, but for those families who can afford it, the school should have given an option – with guidelines around the healthy definitions – to provide their own lunches,” she says.

“I don’t think lumping us with everyone is fair, especially with children like my son. He came home one day and said he was really hungry as he had to eat the school-provided lunch, but because he’s a picky eater [he didn’t eat it]. It’s really heartbreaking to hear he was hungry.”

Both Helleur and Talakai are also worried that the scheme reduces parents’ personal responsibility. 

“My first reaction to the lunches was ‘awesome’, because everyone was going to have a free lunch and our food bill has definitely dropped,” Helleur says.

“However on the flip side I also know that it takes away a parent’s obligation to be a provider. You’re basically giving another handout and in the long term that’s a concern. It could create more dependency and a sense of entitlement.”

Lunches also creating jobs

The Ministry of Education’s deputy secretary for sector enablement, Katrina Casey, says 13 school lunch suppliers are currently operating in South Auckland and the ministry is open to expanding that number to ensure schools have “flexibility and local choice”.

For two of those providers, Kainui Brunch Shack’s Rachel King and FED’s Becky Erwood, the scheme came at an opportune time, as they had both launched startups a year or two earlier that provided lunches and dinners through a subscription-style service. 

King, who is originally from Ihumātao, started her business after moving back to Māngere from Australia, having worked in the supermarket industry, while Erwood left her role as manager of a large public relations agency to start FED. 

King provides over 500 lunches to one school and sources much of her produce from local growers, a marae, and suppliers at the Māngere Markets.

“It was personal for me. I wanted to help end child poverty – I never want to see kids go hungry.”

She also ensures her three children, aged 4, 6 and 14, are involved in the menu development. 

“They’ve told me what they want and they’re not big fans of vegetables, but if it’s in a burger or a slider, they’ll eat it. So I have to be really creative as I know if it looks yum, they’ll try it.”

Erwood, who’s originally from the United Kingdom, is based in Albany, and provides lunches for nine Mangere schools with the help of Gate Group, a catering business located near the airport. 

“I read about the pilot scheme in the Hawke’s Bay and got in touch with the ministry back then, asking if we could be involved in this. Who wouldn’t want to be involved? It’s been so rewarding.”

She says one key difference between this government’s programme and what she remembers of the school lunches scheme in the UK is that “here they’ve made it really inclusive so therefore there’s no shame attached to it”.

King, who has employed two fellow Māngere locals and is planning to hire a further five people, says the benefits go well beyond just keeping kids fed. 

“Parents get a lot of flak, and I know what it’s like when you’re really busy and you’re just buying something that’s convenient, and you’re not putting any thinking into the nutritional value. I think this will benefit everybody – it benefits the teachers as the children are more alert and it’s supporting parents who are struggling for time and money to make healthy, nutritious lunches.”

Lunchbox shaming is out of control

If your kid is neurodivergent or has high health needs, being told their lunchbox doesn’t contain the right food can cause real harm. It needs to stop, says Emily Writes.

I want to say first and foremost that I am OK. Yes, I’m starting a conversation about lunchboxes online, but I promise you: I don’t have a death wish.

Lunchbox talk is the new breastfeeding vs formula feeding. It’s co-sleeping vs sleep training. It’s more controversial than “would it be weird if I put my kid on a lead?” It makes people lose their minds more than “should children be allowed to exist while I’m eating food in a cafe?” or any discussion on early childhood education.

And because nobody wants to talk about it, because it’s such an exhausting topic to discuss, the whole lunchbox shaming issue is getting worse for kids and parents.

That might sound like hyperbole, but I promise it’s true. I am getting emails every week from parents with awful stories about lunchbox shaming. Children coming home crying, hungry – because another child told them their lunch wasn’t good enough. Opinions they heard from their parents and regurgitated at recess.

Many adults are so sheltered from the reality of what life is like in New Zealand that they don’t seem to realise that in New Zealand many, many children are going to school without lunch.

New research, commissioned by charity KidsCan, found more than three-quarters of schools in New Zealand have children who don’t go to school because they don’t have enough food.  The same research found 99% of decile 1-6 primary and secondary schools having students who go hungry on a regular basis.

Yet, many parents are so absolutely obsessed with food in lunchboxes being organic, no sugar, no salt, hand-raised, grass-fed fucking bullshit that kids are being shamed for coming to school with only a $1 bread sandwich.

My sons have came home from school with ridiculous ideas about food that I’ve had to dismantle. Terms like “good food” and “bad food” and “real food”. This is a nightmare to deal with for those of us who have children with disabilities.

What is it like for children who already don’t have enough and are now told that the small amount they do have isn’t the right food?

We are lucky enough to be able to afford lunch for our kids every day but that doesn’t mean they (and we) escape lunchbox shaming.

When your child is neurodivergent, things can be taken really literally. So a child telling another child that “Mummy says that chips are bad” turns into “I can’t eat chips because they’re poison”. When a child’s sensory issues mean they can eat exactly three things, and now there are only two because someone decided to police how kids eat food outside of their homes, this is a nightmare.

Likewise, a recent fundraiser my son did resulted in grown adults complaining that he was selling lolly packs for Diabetes Youth Wellington. Despite the fact that these packs keep him alive, and this was his chance to share parts of his illness with other children.

One adult at school suggested I use fruit instead. The reason why juice and lollies are used to treat blood glucose lows is because they work faster than a piece of fruit and they’re easy to measure. Maybe my son’s endochronologist knows more than Mackenzie’s mum who has no health qualifications? Who knows?

One mother emailed me last week to say her child was now terrified to eat anything in a wrapper. “I can’t afford to only buy in bulk. I’m a single mum with a full-time job – I don’t have time to make everything from scratch. His lunch is perfectly healthy and we recycle. I’m doing my best.”

Another mum said by Instagram message: “When I’m run ragged and waiting for the next pay I get it. I’ve had a mother say to my daughter, ‘I thought your family cared about the environment’. It crushed her and it made me feel so shit. I’m so tired.”

Another mum shared: “My autistic kid was lunchbox shamed by another kid when he was five for having a marshmallow in his lunchbox. He was petrified of us putting anything that had sugar in his lunchbox (including plain biscuits) for about six months and wouldn’t get past it until we took him in for a meeting with the school to reassure him it was OK.”

I’m not sure how we get to a place where Little Johnny doesn’t feel like he’s single-handedly destroying the environment because he brought something prepackaged to school. Or how we can handle getting Quinoa’s mum to shut the fuck up about health issues she has no understanding of. Or how we can educate privileged parents to understand that if you think an apple isn’t enough for lunch (and it isn’t), you can make extra things to take to school for kids who don’t have enough.

Lunchbox shaming is more than lunchbox shaming – it’s shaming kids and parents who are poor, it’s shaming kids with disabilities, kids who are neurodivergent and kids with high health needs. It needs to stop.

How you feed your kids is your business. How other people feed their kids is theirs. The only time we should care about what’s in a lunchbox is when there’s not enough in it – and that’s where we can do our best to ensure no child goes hungry.

That involves lobbying the government and reminding Jacinda Ardern that she said in 2017 that we must hold her accountable for poverty in this country.

In the meantime, if you’ve got time to bitch about another child’s lunchbox, you’ve got time to make extra sandwiches for children in need. It’s a better use of your time – I promise.
